Under Decree Law No. 110/2026, which was published in the Official Gazette on 2 October 2026 and entered into force on the same date, individuals whose enrollment at higher education institutions had been terminated or who had been unable to complete their studies have been granted the opportunity to resume their education.
Who can apply?
Individuals who meet the conditions specified in the Decree Law and whose enrollment at our University was terminated before 1 November 2026 due to academic failure, financial reasons, or at their own request may apply. The regulation covers preparatory, associate degree, undergraduate degree completion, undergraduate and postgraduate programs and applies to citizens of the TRNC, the Republic of Türkiye, and other countries.
Those who were accepted to a program at our University but did not complete their registration, as well as those whose transfer to the University was cancelled, may also apply. Their applications will be reviewed in line with the conditions and exceptions set out in the Decree Law.
Application Period and Location
The general application period is six (6) months from the date the Decree Law entered into force. Applications must be submitted to the EMU Registrar’s Office by 2 April 2027.
Applicants are requested to include their identification and contact details, previous student number (if applicable), and the program in which they were enrolled or to which they were admitted in their application letter. The documents required for the evaluation process will be communicated by the Registrar’s Office.
Special Application Periods
- Those who were serving their compulsory military service on 2 October 2026 may apply within six (6) months of completing their military service.
- Those who were pregnant on 2 October 2026 may apply, with a medical report confirming their circumstances, within one (1) year following the end of the first six (6) months after giving birth.
- Individuals who have filed legal action against the termination of their enrollment may also apply within the general application period, provided that they meet the eligibility requirements.
Evaluation and Resumption of Studies
Applications will be reviewed in line with the eligibility requirements and exceptions set out in the Decree Law. Students whose applications are approved will be placed at the appropriate academic level in accordance with EMU regulations.
The continuation of any previous scholarships or tuition discounts will be considered in accordance with the relevant EMU regulations. This regulation does not cover outstanding tuition fees from previous periods or immigration-related penalties. Individuals who were subject to penalties under the Aliens and Immigration Law on the date the Decree Law entered into force will have their status assessed in accordance with the provisions of the Aliens and Immigration Law.
Individuals whose registration was cancelled due to the submission of fraudulent documents, whose transfer from an unrecognized university in a third country was cancelled, or who are excluded under the Decree Law on grounds related to specified criminal offences or national security are not eligible to benefit from this regulation.
